Start Service

Below is a summary of the Quartz Hill Water District’s policies, procedures, and regulations regarding the application for water service. You can download the application from our website under Forms, obtain it in person at our office, or complete the form below. If you are unable to visit, please submit a clear copy of your driver’s license (front and back) or another government-issued ID (e.g., passport) along with your application, and include a check or cash for the deposit.

Water service must be requested by the property owner.

  • Property owners must verify ownership. You have two weeks to provide proof of ownership. The District will accept one of the following documents:
    • All fees must be paid before service can begin.
    • A deposit is required for all new applicants.
      Once the application is received, we will contact you by phone or email to obtain deposit information. The deposit amount is determined by the District and must be paid by cash, check, or credit card. You can call the office at 661-943-3170 to confirm the deposit amount.

    The District will hold the deposit until service is terminated and all fees and charges are fully paid. If the District uses any part of the deposit to cover fees or charges, the customer must replenish the deposit to its original amount or any higher amount as determined by the General Manager. No interest will be paid on the deposit.

    Start up for new service is available Monday through Friday, 8am to 3pm
