Rod Holtz

After moving from Wisconsin to California, I started my career as a Public Servant for the City of Palmdale in 1984 and worked to, and achieved, many goals during those years as an employee and Public Works Maintenance Administrator.
During the early years, I helped build a culture and spirt of providing a level of dedication to service within the maintenance department and delivering that service level to the residents of Palmdale. With pride, I then helped to build and develop a Public Works Maintenance Department, growing from 7 employees to over 140, at the cities peek of growth. My role was to manage as a Supervisor of the Facilities Maintenance Department and Park Maintenance .
Appointment to the Assistant Superintendent of Public Works Maintenance in 2005: During this time, my leadership brought a comprehensive program implementation for the Sewer Maintenance Program, the in-house staff, development and oversight of the Street Maintenance Section, the Landscape Maintenance Section, Park Maintenance Sections, along with Facilities Maintenance Section. Collaboratively working Project Mangers, multiple Public Works Improvement and Development Projects succeeded during this period until my retirement in 2015.
Major Accomplishments
- Manage budget prep and expenditure tracking
- Public Works Maintenance Safety Officer
- Created and implemented a comprehensive safety program recognized as a model program by the APWA and recommended for implementation across all PW agencies nationwide
- Received accreditation from Cal State Dominguez Hills in Cal-OSHA and Fed-OSHA as train the trainer
- Received City of Palmdale Accommodation from the City Council for exemplary service to the citizens of Palmdale
- Recognized as the APWA CHAPTER Public Works Employee of the year.
As a Director, I look forward to sharing this experience and knowledge with Quartz Hill Water District
